Every year, the brush sets are comprised of cheaper and smaller versions of the brands bestselling brushes. What most people (who aren't really into makeup brushes) don't know is the reason these brush sets are cheaper is because they are often inferior in terms of craftsmanship or materials or both and you can feel it too.
